INTRODUCTION In Papua New Guinea the term urban settlements is used to explain a ramification of habitats--from real squatter settlements wherein human beings have illegally occupied unused portions of land and constructed their personal dwellings, to informal housing regions that have been formally set apart for humans to construct their own homes, occasionally in a deliberate and from time to time in an unplanned fashion. Together those diverse habitats are negatively appeared through some of the better housed in Papua New Guinea as haunts of the feckless unemployed (Connell and Lea 1993:81) and as havens for criminal gangs. In current years their enlargement has been discursively related to an escalating crime price to justify the eviction of settlers in nearly every major metropolis (Goddard 2001; Koczberski, Curry and Connell 2001).
